Ghana’s roads are about to get smarter. The Driver and Vehicle Licensing Authority (DVLA) is introducing a new generation of digital “smart” vehicle number plates designed to tackle long-standing problems of number-plate cloning, illegal embossing, vehicle fraud, and limited registration capacity.

The reform, led by DVLA Chief Executive Officer Julius Neequaye Kotey, represents one of the most significant upgrades to Ghana’s vehicle identification system in decades. After earlier delays linked to legislative requirements and system readiness, the programme is now moving forward with a clear timeline.
Traditional number plates have become vulnerable. Unauthorised operators have been able to produce duplicate or fake plates relatively easily, complicating police investigations, enabling vehicle-related crime, and creating gaps in official records. Security agencies often struggle to verify vehicle details quickly in the field.
The new system directly addresses these weaknesses. Every plate will embed a Radio Frequency Identification (RFID) chip linked to the DVLA’s central database. Authorised agencies—including the Ghana Police Service, National Security, Customs, and others—will be able to scan plates electronically and retrieve ownership, registration, insurance, and roadworthiness information in real time.
This technology is expected to support criminal investigations, electronic tolling, speed monitoring, and broader traffic enforcement. DVLA has already demonstrated the value of technology-driven checks by impounding vehicles with irregularities and seizing thousands of fake plates in recent operations.

Key Features of the New Smart Plates

- Centralised production controlled by DVLA rather than multiple independent embossers, reducing opportunities for illegal manufacturing.
- New numbering format that drops the traditional year-based suffix. Plates will use regional/zonal codes plus algorithm-generated characters, dramatically expanding unique combinations.
- Expanded capacity: Each DVLA registration centre will support over 6 million unique registrations, eliminating earlier constraints that forced repetition of letter-number combinations.
- Colour-coding and categories for easy visual identification: private, commercial, government, diplomatic, electric vehicles, trailers, heavy equipment, motorcycles, tricycles, and more—each with distinct designs and security markings.
- Ownership-linked plates: Number plates will belong to the individual owner rather than the vehicle. When a vehicle changes hands, the old plate returns to the previous owner (who can reassign it to another vehicle within a set period), and the new owner receives a fresh plate.
- Improved physical security: Reflective materials, standardised fonts, and other anti-counterfeiting features.
The system will also integrate with other national databases (Ghana Card, insurance providers, toll systems, police, judiciary, etc.) to create a more connected and credible vehicle registry.
- System upgrades: Targeted for completion by the end of July 2026.
- Pilot phase: Begins in August 2026, starting with government-owned vehicles. Registration of currently unregistered vehicles is scheduled to follow from 1 September 2026.
- Nationwide rollout: Full re-registration of existing vehicles runs from 1 January 2027 to 31 December 2028—giving motorists a full two-year window to transition.
Earlier plans had aimed for an earlier start, but the process was adjusted to allow for necessary legislative amendments (to the Road Traffic Regulations) and Cabinet approval. Those hurdles have now been cleared.

As part of the broader reform package, DVLA is also introducing a six-month non-renewable temporary sticker for newly imported vehicles whose owners have not yet completed formal registration. This is intended to stop the misuse of “DV” (dealer/garage) plates by ordinary vehicle owners. The sticker will display vehicle type, colour, and expiry date for easy monitoring by law enforcement.
Motorists should prepare for the transition period beginning in 2027. The DVLA has indicated that the new plates will be produced more securely and with better durability (addressing recent complaints about fading of some 2026 plates). Exact costs and detailed procedures for re-registration will be communicated closer to the nationwide start date.
In the meantime, vehicle owners are encouraged to keep their current registration documents and insurance up to date. Those with faded 2026 plates can already seek free replacements at DVLA offices.
The smart number-plate programme is more than a technical upgrade. It aims to sanitise Ghana’s vehicle database, reduce revenue leakages, improve road safety, and give security agencies modern tools to fight crime involving vehicles. By expanding registration capacity and making plates harder to clone or forge, the DVLA is laying the foundation for a more transparent, efficient, and secure transport system.
As the pilot gets underway this month, Ghanaians will begin to see the first real-world examples of these digital plates on the road. The full nationwide change will take time, but the direction is clear: Ghana’s vehicle identification system is entering the digital age.
